What is a pulsar?

This is the answer from last week’s question of the week.
According to Fact Monster’s Space Gallery, Pulsars are believed to be rapidly spinning neutron stars that give off bursts of radio waves at regular intervals. Pulsar is a shortened version of Puls[ating st]ar.
